Author of the bill (Reg. No. 2219a), the people’s deputy Vitaliy Zhuravskyi suggests stipulate the possibility of criminal responsibility for propaganda and spread of terrorism ideology and public incitement to activity, recognized as terrorist, or for spread, production or storage of visual or print materials with similar calls. 

It is suggested supplement the Criminal Code with a new article 2586.

The people’s deputies, representatives of the Security Service, scientists and experts participated in the discussion.

Deputy Chairman of the Security Service Volodymyr Porodko informed people’s deputies of the analysis, remarks and suggestions, prepared by the Security Service of Ukraine, which is a specially authorized body in the sphere of fighting terrorism.    

According to V.Porodko, “today legislation does not stipulate criminal responsibility only for teaching terrorism”. He believes “it is hard to find anything connected with terrorism that would not entail criminal responsibility”. 

Deputy Chairman of the Security Service of Ukraine deems such amendments to legislation in the sphere of fighting terrorism will complicate holding of anti-terrorist measures, since it would be possible to classify one and the same action in different ways.

The people’s deputy Serhiy Sas noted that despite the topicality of the issue, time should not be wasted on the things that are already regulated by the existing legislation. He believes the author should withdraw a bill.

The people’s deputy Volodymyr Mysyk noted that the problem of fighting terrorism should not be simplified. According to him, V.Zhuravskyi’s bill is a bit ahead of time.

Summing up, V.Zhuravskyi said that he plans to withdraw the bill. Thereat, he stressed that another bill should be elaborated, the one that will assist the Security Service in preventing crimes of terrorism.
